Background Information

This position is located in the Acquisition and Logistics Branch (ALB) of the Office of Intramural Management (OIM) for the Division of Intramural Research (DIR) in the National Heart, Lunch & Blood Institute (NHLBI), National Institute of Health (NIH). The mission of the NHLBI Division of Intramural Research is to perform robust scientific and clinical research that leads to a better understanding of biology and clinical pathology.


Purpose and Objectives of the Procurement

Working closely with OIM purchasing leads, the Management Consultant will support the DIR by identifying opportunities to make their purchases more efficient. This is a leadership role where the contractor is expected to understand and translate the unique needs of our research while adhering to procurement administrative lead times and federal acquisitions policies.

Position Duties:

- Serves as a leader ensuring that staff are working in concert to systematically integrate project components to meet milestones and deliverables

- Gathers and analyzes management information, cost information, information systems, and other business data.

- Determine trends and provide recommendations.

- Prepares business case analysis.

- Craft and Enforces quality control program.

- Work with researchers to develop statements to work, sole source justifications, acquisition plans, and any other necessary contractual documentation

- Work with the centralized acquisitions office to determine the best course of action (i.e., fixed price vs. cost reimbursement) for unique contact requirements valued above $250,000

- Worked with the ALB deputy branch chief to streamline and automate contract tracing and invoicing to acquire necessary products/ services (e.g., maintenance)

- Manage the capital equipment list and rental program

- Work closely with the budget office to identify underspent programs and assist them in the creation of acquisition plans

- Serve as the single point of contact for professional staffing requirements

- Train DIR staff on acquisitions policies and processes where appropriate

Requirements:

BA/BS degree in relevant field; Master’s preferred;

Knowledge of best practices in accounting and/or federal contracting preferred;

Experience implementing multiple project management tools/techniques to evaluate processes;

Able to designate and assign risk and adjust processes accordingly;

Highly adaptable in a rapidly evolving regulatory climate that involves sensitive scientific research and patient care;

Experience advocating for other members within your organization and can articulate previous successes;

Comfortable interpreting budget information and applying it in new ways to generate savings and proactive planning;

Well-versed in drafting and refining contractual documentation; and

Strong administrative skills with the ability to prioritize complex tasks.

Government Responsibilities:

The ALB will provide the contractor with a government furnished workstation that includes a government issued laptop as well as office supplies needed to complete daily job responsibilities. The ALB Branch Chief will meet weekly with the contractor to review completed and status reports.

The contractor will provide the following reports/ deliverables.

Reporting on trends

Business case analysis

Quality control reports

Contract tracking

Invoicing

Inspection and Acceptance Requirements

The ALB Branch Chief will review the contractor’s performance on a weekly basis through i-person meetings as well as on a yearly basis through the PMAP performance plan system. The contractor will also be responsible for creating and implementing an individual Development Plan which will be evaluated yearly.



Physical Requirements:

  • While performing the duties of this job, the employee must be able to remain in a stationary position up to 90% of the time.
  • Constantly operates a computer and other office productivity types of machinery, such as a calculator, copy machine, telephone, and computer printer.
  • The person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc.
  • The ability to communicate information and ideas so others will understand. Must be able to exchange accurate information in these situations
  • Frequently moves boxes weighing up to 20 pounds across the office for various needs
  • Occasionally ascend/descend stairs, ladders, or ramps.
  • The noise level may be loud at times.
