Basic Eligibility For A Position With The NRO

Where You Will Work 

The Office of Inspector General (OIG) is an independent office reporting to the Director, National Reconnaissance Office (DNRO) and Congress. The Inspector General (IG) is appointed by the President with the advice and consent of the Senate. The OIG is responsible for conducting audits, inspections, investigations, and special reviews related to NRO programs and operations; providing leadership with recommendations to promote economy, efficiency and effectiveness; preventing and detecting fraud, waste and abuse in NRO programs and operations; and providing a means to keep the DNRO and the Congress fully and currently informed of issues concerning fraud and other serious problems, abuses and deficiencies in NRO's programs or operations.

This is Auditor work within The Inspector General (IG) Auditor occupation. Work is performed at the corporate level of the NRO and is conducted in accordance with Generally Accepted Government Auditing Standards (GAGAS), under the direction, control, and authority of the Assistant Inspector General for Audits. This work is performed independently or in a team environment, with oversight by an Auditor-In-Charge (AIC) or senior audit management. The work includes the full range of duties in conducting various types of audits (e.g., performance, attestation, financial, and oversight of an Independent Public Accountant (IPA)) and performing special reviews of programs and activities within all directorates and offices of the NRO. Duties include: assessing risk; testing controls; collecting information; analyzing data; examining and evaluating documents relating to NRO activities; managing resources; identifying issues and developing recommendations; briefing results; preparing written audit reports; and following up on management action plans that address recommendations. Domestic and foreign TDY travel may be required.

What You Will Be Doing 
  • The NRO Office of Inspector General (OIG), Audits Division (AUD) is seeking highly motivated, dynamic officers to serve on audit teams conducting performance and financial audits.
  • The auditor carries out tasks independently and reports directly to the Auditor-In-Charge; designs audit procedures, performs risk assessments, tests controls, analyzes data, contributes to the preparation of draft and final reports, and follows up on open recommendation from past audits.
  • The incumbent will engage with a diverse group of government, military, and contractor personnel in addressing a broad range of issues. Audits can originate internally, but some are conducted in response to requests from the DNRO, Congress, and members of the Intelligence Community.
  • Duties may include monitoring and evaluating contractor work. Working in the OIG allows for growth beyond a particular area of expertise and the opportunity to gain greater understanding of the NRO mission.
  • Independently executes audit program ensuring tasks are completed in accordance with objectives and within milestones.
    • Designs research and audit programs (including scope, objectives, and methodology) to ensure audit objectives are accomplished and identifies and collects source documents and documentary data to support the audit.
    • Conducts and documents the results of interviews with organizational personnel.
    • Independently analyzes information from multiple sources to verify accuracy and completeness.
    • Identifies patterns, trends, and issues in data using quantitative and qualitative analytical methods.
    • Draws conclusions about the effectiveness of internal controls and accuracy and completeness of financial information.
    • Maintains professional standards for ethical behavior and integrity when conducting audits.
  • Independently writes summaries of data analysis and develops audit findings and communicates results.
    • Develops, maintains, and manages the audit documentation, ensuring testing methodology, conclusions, and results are recorded in a clear, concise, complete, and supportable manner.
    • Develops and delivers briefings on audit issues, tailoring information to the audience to include the Auditor-In-Charge, Audit Division managers, OIG managers, and NRO managers.
    • Develops defensible decisions or recommendations based on a thorough analysis of all relevant information.
    • Develops audit findings and recommendations in accordance with Generally Accepted Government Auditing Standards, prepares and conducts oral presentations and written reports.
    • Proofs and edits own work for accuracy and clarity.
    • Contributes to briefings and reports that can go to senior officials and external stakeholders.

What You Need 
 
  • BS/BA degree in accounting, auditing, business management, business administration, finance, or other relevant discipline.
  • Strong performance record.
  • Skill to plan, organize, and prioritize work to meet deadlines.
  • Excellent critical thinking and reasoning skills. Ability to analyze quantitative and qualitative data, discern key issues, and draw appropriate conclusions.
  • Strong interpersonal skills with the ability to work in a team environment; must be able to work effectively with people under a wide variety of conditions.
  • Excellent oral and written communication skills. Ability to brief authoritatively. Ability to write clearly and concisely and prepare convincing findings to include in audit reports.
  • Ability to meet the professional standard of independence and maintain the ethical and professional behavior as prescribed by the standards.
  • Ability to travel (up to 10%), domestically and overseas.
  • General knowledge of government auditing standards.

Highly Desired 
 
  • Advanced degrees or relevant Professional certifications such as Certified Fraud Examiner, Certified Public Accountant, Certified Professional Contract Manager, Certified Commercial Contracts Manager, Certified Federal Contracts Manager, Certified Project Management Professional, or Certified Internal Auditor.
  • Experience serving as a Contracting Officer, Contracting Officer Technical Representative, Program Managers, or Finance Officer.
  • Possess an understanding of the mechanics of a general ledger, form and content of financial statements, and an effective structure of internal control to include system general and application controls.
  • General knowledge of the NRO organization structure and mission activities.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform and is typically in or directly related to the duties of the position as described above. Experience must be reflected in your resume. 

Other Information
 
  • Overtime Statement: MAY be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.

Salary

2024 salary range for the Washington, DC area:

GG-12: $99,200 – $128,956. 

GG-13: $117,962 – $153,354. 

**This position is a full performance level DCIPS position. The NRO is accepting applications from U.S. Citizens and current federal government employees for this position. To qualify for the position, federal government employees MUST currently be at the GG – 12/13 grade level and may ONLY apply for a lateral reassignment at their current grade level and step. Federal applicants who exceed the advertised grade may voluntarily request acceptance at the lower grade per IAW DoD 1400.25 Volume 2006.

Hiring Incentives

The NRO may offer hiring incentives and other entitlements at management’s discretion.

Trial Period

All new DCIPS employees will be required to serve a 2-year trial period.
