Job Summary: Under the direction of the Director of Finance, the Accounting Manager will perform General fiscal duties as outlined in fiscal policies. Maintain oversight and implementation of fiscal principles and practices, delegation of fiscal duties within the finance department and responsible for the supervision over account payables and cash receipts. Will also assist staff in the execution of general accounting and bookkeeping functions. Responsibilities may include but are not limited to performing of essential entries, preparation of reports, maintaining appropriate file keeping systems, and providing accounting support for Program Directors and accounting needs of ITCN. The ideal candidate should have excellent oral and written communication skills and be able to multi-task. This role will help contribute to the overall efficiency and improvement of financial operations. Inter-Tribal Council of Nevada is a 501 (c) 3 non-profit organization that serves as the governing body of the 28 tribes within the state of Nevada.

Essential Functions:

    • Assists with the development, implementation, and monitoring of the accounting systems and procedures for all programs and assures the adherence of accounting principles.
    • Assists with the review and revision process of program budgeting and expenditures to ensure compliance of program operations in accordance with federal mandates, laws, regulations, policies, procedures and programs outlined objectives/deliverables .
    • Performs month-end and year end account closing activities and reconciliations including journal entries, balance sheets, and general ledger and revenue accounts.
    • Maintains general ledger accounts and prepares journal entries for accruals and variances.
    • Generates and distributes account management reports monthly.
    • Performs accounting analysis for cash accruals, account payables, account receivables, and reconciliations.
    • Reviews financial reports to identify and explain variances.
    • Assists with budget preparation, the preparation of periodic and special budgetary, finance and related statistical reports.
    • Assists with the monitoring of expenditures according to budget allocations and appropriations of funding source, initiates recommendations related to cost saving measures in accordance to funding source/contractual agreement/award.
    • Prepares journal entries for all accounts with supporting documentation in accordance with GAAP.Recommends and prepares policies for improving fiscal policies, procedures, and the implementation in relation to effective administrative practices in fiscal management and compliance.
      • Assists with training, direction, and evaluation of finance department staff in assigned fiscal and/or related program areas.
      • Oversight of Accounts Receivables, Cash receipts all associated posting and reconciliation.
      • Ensures all journal entries for month-end and year-end close are completed within ITCN, Funding source and applicable agencies month-end and year-end close deadline.
      • Promotes, develops, and maintains effective communication and relationships with fiscal staff and various departments to identify, track and post electronic entries and charges.
      • Assists with the management and supervision of the accounts payables staff.
      • Works closely with fiscal management staff and auditors and other applicable agencies to prepare schedules and other documentation for the annual audits, quarterly, and semi-annual reporting as required.
      • Assists with the maintenance of all financial records, budget control and internal record keeping including but not limited to research, analysis, and reconciliation of accounts.
      • Assists with the preparation of reports as requested to meet programs and executive board requirements.
      • Monitors approved budgets and authorizes expenditures, within broad guidelines.
      • Oversees billing of accounts receivable, which may include fee bills, follows up to ensure collection of accounts and in responsible for accurate accounting and deposit of monies, in accordance with ITCN fiscal policies.
      • Prepares timely budget projections and analyses, analyzes fiscal impact of various policy options, and/or new programs.
      • Prepares and executes purchases and other agreements in accordance with ITCN fiscal policies, as directed by Finance Director.
      • Liaise with executive, personnel, and program directors.
      • Responsible for special projects or assignments as assigned by Finance Director which require a thorough understanding of fiscal and departmental procedures.
      • Other duties as assigned as it relates to the Fiscal accounting management and practices of ITCN.
Minimum Qualifications:
    • Bachelor's degree from a four-year college or university in Finance or Accounting, and/or proven work experience as Accounting Manager or equivalent experience.
    • Previous management experience is recommended.
Required Knowledge, Skills, and Abilities:
  • Proven knowledge in bookkeeping and accounting principles, practices, standards, laws and regulations.
  • Excellent interpersonal communication skills.
  • Excellent organizational skills.
  • High attention to detail and accuracy.
  • Ability to direct and supervise.
  • Advanced computer skills (MS Word, Excel, Accounting Software programs)
  • Knowledge of payroll and financial accounting. In addition to a background in various administrative and operational department functions.
  • Knowledge of Human Resources a plus.
  • Knowledge of grant regulations and contract compliance, recommended.
  • Strong analytical skills, and advanced knowledge of GAAP.

Frequent bending/stooping; reaching above shoulder level and crouching as well as occasional push/pulling. Must be able to lift up to 30 pounds occasionally. 10% of time spend standing, 20% of time walking, and 70% of time spent sitting. Must have average hearing and visual acuity. Is required to use a phone and operate vehicles and have manual dexterity for keyboard and report writing. May require some exposure to anti-bacterial chemicals. May be exposed to fumes/dust, wet/damp surfaces when bringing equipment in and out, and exposure to hot/cold temperatures. May also be exposed to uneven terrain when carrying equipment. May be exposed to noise from clients and children.

Supervisory:

This position will be responsible to assist with the supervision of payroll and accounts payable.
