PROJECT OVERVIEW

The agency has a need for contract a business analyst to support an upcoming Mainframe Modernization and No Wrong Door projects. The selected contractor will elicit and define the agency’s software for the assigned project under the direct supervision of the PMO Manager.

SCOPE OF WORK

The contractor must manage all tasks and activities to the agreed upon plans and schedule. Work must be completed according to the specifications and standards set by the agency.

· Manage Business Analysis tasks and activities from Initiation through Closure including but not limited to the following.

o Elicit and develop Requirements

o Contract Management preferred

o Fiscal and Budgetary experience preferred

o Manage the development of the software Requirements Traceability Matrix (RTM)

o Utilize MS Project Online/PWA to collect, store and present requirements data, use cases, process models, and report progress and status including but not limited to the following.

§ Requirements information and artifacts

§ Use cases

§ Business Activity Diagrams

§ Process Models

· Manage requirements communications using available agency tools

· Work with project teams to develop use cases and user stories

· Manage project scope and associated changes



Requirements

DELIVERABLES

The contractors must provide the following for each managed project per the agreed upon project plans and schedule.

· Business Analysis Approach

· Stakeholder engagement plan

· Requirements Traceability Matrix (RTM)

· Business Activity Diagrams




Experience and Skills Required

· minimum of 5 yrs business analysis in a relevant functional or technical field

· Minimum of 3 software development projects

· Minimum of 3 yrs facilitating meetings

· Minimum of 3 yrs project risk and issue management

· Minimum of 3 years project vendor management

· Minimum of 3 yrs requirements analysis, development and management

· Minimum of 1 yr experience using SharePoint


Experience and Skills Preferred-Microsoft Project Online

· Office 365

· Microsoft Excel Reporting

· Public Benefits determination and issuance
