Location: Washington, D.C. Metro Area

Job Description

The Growth Office Operations Manager/Chief of Staff (COS) reports to the VP of Growth and supports the VP of the Growth Office in executing and managing the Growth Office's strategy, operations, and performance. The COS works with the VP of Growth and other senior leaders to make sure the company's growth efforts, projects, and resources match the organization's vision, mission, and goals. The COS also connects the Growth office with other internal and external groups, such as the partners, the executive team, the project leadership team, finance, and the clients and sometimes acts on behalf of the VP of Growth. If applicable, the COS oversees Beach/surge support staff from the consulting management staff assigned to the Growth office.


The Growth Office COS will:

  • Assist the VP of Growth in developing and implementing the department's strategic roadmap, annual bookings and revenue target, and operational policies and procedures across each major pillar of the office (business development, capture and marketing).
  • Overall business development, capture and marketing support, as required
    1. Identify, research, and qualify new business opportunities and leads in alignment with the company's growth strategy and core competencies.
    2. Manage and maintain the business development pipeline and oversee the capture process for assigned opportunities, from qualification to proposal submission.
    3. Develop and execute capture strategies and plans, including win themes, value propositions, competitive analysis, teaming, pricing, and risk mitigation.
    4. Coordinate and collaborate with internal and external stakeholders, such as technical experts, proposal managers, partners, and customers, to ensure effective capture and proposal development.
    5. Support the creation and delivery of high-quality marketing materials, such as brochures, presentations, webinars, newsletters, conferences and social media content, to promote the company's brand, capabilities, and offerings.
    6. Submit corporate and employee award nominations in support of building Rios’ brand presence and credibility.
  • Operations:
    1. SharePoint management. Maintain and update the Growth Office SharePoint site with relevant and timely content. Provide staff with training and support on SharePoint best practices for collaboration and communication.
    2. Enterprise system support. Assists the Enterprise team to test and assess new or updated system features that can optimize contracts, data quality, and reporting for the Growth Office.
    3. CPARS management. Reviewing the CPARS notifications from the government. Inform team members when CPARS are not up to Rios’ standards and follow up for edits. Submit edits to the government and update our tracker.
    4. Other systems and tools. Identify additional tools and resources to enhance Growth activities (e.g. evaluate and recommend proposal writing tools and trainings,
    5. Other. GSA schedule modifications, etc.
  • Team Management & Development
    1. Lead team’s growth/business development L establish training opportunities and provide proposal management and writing resources
    2. Manage the daily beach meeting. Engage with team members and inform them of new assignments. Track assignments and staff capabilities to performing (BD, Capture and marketing activities).
    3. Develop growth office resources (create, edit and update) e.g., trainings, SOPs
    4. Manage beach project assignments and accountability of delivery of outputs assigned on behalf of the VP of Growth. Align resource skills to open growth office assignments.
    5. Provide feedback and recognition in accordance with Rios’s standards, culture and policies (e.g. 1:1 check-ins, PerformYard feedback and performance reviews)
    6. Serve as a mentor and coach to beach resources.
  • Communications
    1. Develop and implement process improvements (e.g. contracts process)
    2. Create and maintain internal communication channels (e.g. bi-weekly internal newsletter, Rios Reach)
  • Troubleshoot staff, process issues
  • Other Growth Office activities as assigned.


Required Education, Skills, and Experience

  • Minimum of 8 years full-time, post-graduate professional experience.
  • 3+ years of experience in senior management roles that required strategic leadership.
  • Experience engaging with senior internal and external stakeholders (e.g. donors, government officials, partners).
  • Excellent interpersonal skills and proficient at understanding motivations of different groups and teams and supporting them to work together.

Preferred Education, Skills, and Experience

  • Experience in business development.
  • Strong interest in public service to community, nation, and world.
  • Experiences supporting Human Centered Design, Supply Chain, Innovation, Org Design, Policy, or Healthcare.


Additional information

  • U.S. work authorization required
  • Security Requirements: Ability to obtain and maintain a public trust clearance (i.e. must be US Citizen or Permanent Resident who has resided in US for past three years consecutively)
  • Must be willing to live in the DC Metro area
  • Must be willing to operate in hybrid environment, including work in-person at client site in DC Metro area and at Rios Partners office in Arlington, VA as needed (final schedule determined by team and project)

The total amount of Profit-Sharing/Performance Bonus distributed to the team may vary year to year and will depend on numerous factors, including market conditions, company performance, and individual performance.
  • Retirement plan: Rios Partners offers a 401(k) and contributes an amount equivalent to 3% of the employee’s base salary each month to the designated fund. Employees may choose to contribute additional money into the 401(k) from their paycheck each month.

  • Dental insurance: Rios Partners covers 90% of the premium for both the employee and their dependents for dental insurance plan through Guardian. (Please see the “Rios Employee Benefits” section of the “Join Our Team” page to review the dental insurance policy documents.)
  • Disability insurance: Rios Partners will pay 100% of the premium for both short-term and long-term disability insurance provided through Guardian.
  • Paid Time Off (PTO) and holidays: You will be eligible for three weeks of PTO (15 days) and 12 paid holidays each year. In additional accrued PTO, Rios Partners provides additional time off for both expected and unexpected events (e.g., Bereavement Leave, Jury Duty, Voting).
  • Maternity, Paternity, and Adoption Leave: Rios Partners celebrates employees’ choice to become parents. We are also aware that pregnancy and caring for an infant or a newly adopted child may cause additional life complexities. As such, we provide employees twelve (12) weeks of paid leave in association with the birth of an employee’s own child or the placement of a child with the employee in connection with adoption or foster care. To be eligible for Maternity/Paternity/Adoption Leave Program, team members must: 1) Have worked at Rios Partners full-time for a minimum of 12 continuous months. 2) Be in good employment standing with Rios Partners (i.e., not on probation). 3) Request leave a minimum of 30 days in advance if possible. If this is not possible, please place your request as soon as possible once you become aware of it. Regardless of eligibility for the Rios Partners Maternity/Paternity/Adoption Leave Program, all Rios Partners employees are eligible for the Department of Labor’s Family and Medical Leave Act entitlements as well as Rios Partners Short Term Disability plan.
