The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.

 

This position will be in support of the Uniformed Services University of the Health Sciences in Bethesda, MD in the Department of Anatomy, Physiology and Genetics. 

 

HJF is seeking a Program Manager II/III to oversee a collection of related/integrated projects that together support a long-term research initiative. The Program Manager supports several department Principal Investigators to include proposal management and submissions, report submission compliance, budget and accounting, personnel management, overall project management, sub-awards, contracts, and purchasing. 

Responsibilities

  • Serves as main point of contact and liaison between internal and external stakeholders (i.e. Principal Investigators, Program Sponsors, and laboratory managers. 
  • Establishes and maintain effective working relationships on matters of mutual interest.
  • Tracks and gathers reports on progress and outcomes.
  • Initiate, execute, and monitor program actions including budgets, purchasing, and hiring activities. Works with project stakeholders to ensure detailed business and technical requirements are defined to ensure success in program. 
  • Manage key program elements, including but not limited to the statement of work, budget, and budget justification for grant sub-awards. Completes the required forms, obtains final approval from the prime and the sub-award principal investigators. Submits the final paperwork to the sub-award team. Prepare requests for vendor contracts and sub-contract actions and proposals. Assures full compliance with all contractual and regulatory requirements, schedules, and provisions.
  • Supervises lower-level program members and is responsible for their hiring.  Supports the recruitment process for new department personnel, by reviewing resumés, coordinating call backs for pre-screened candidates and participating in the on-site interviews.
  • Prepares proposals in response to specific requests for proposals (RFPs) by various for-profit, non-profit, and government entities.  Develops a plan for submission according to the requirements outlined in the RFP guidelines.  Works with the pre-award team to submit the proposal with corrections as necessary to the sponsor. 
  • Provides advice on manpower utilization, workflow, and operational procedures to increase efficiency, productivity, and make overall improvements for the program.  Analyzes costs and pricing data submitted by the contract centers to verify and substantiate direct and indirect costs.
  • Ensures the collaboration of all project leaders on these center awards. 

Required Knowledge, Skills and Abilities

  • In-depth knowledge of federal budget processes and fundamental principles of project management
  • Solid Interpersonal skills, including the ability to clearly communicate verbally and in writing, build and maintain teams, and identify and resolve problems.
  • Demonstrated ability to plan, schedule, and coordinate activities to meet deadlines
  • Working knowledge of a variety of software including but not limited to Microsoft Office, Cayuse and AIMS software.

 

Supervisory Responsibilities

  • Direct Supervisor: Direct authority to make decisions on the following: employee hiring, disciplinary action, starting salaries and merit increases; conduct employee performance evaluations and directs work activities.

 

Physical Capabilities 

  • Ability to stand or sit at a computer for prolonged periods.

Work Environment

  • This position will take place primarily in a office setting.

 

Education and Experience

 

Level II

  • Bachelor's degree required;  Master’s degree preferred.  Business Administration degree preferred. 
  • Minimum of 6-8 years of experience required.

 

Level III

  • Bachelor's degree required;  Master’s degree preferred.  Business Administration preferred.
  • Minimum of 9-10 years of experience required.

 

Licenses and Certifications

  • Project Management Professional (PMP) preferred.
