Leffler Consulting is seeking an experienced Spacecraft Ground Systems Engineer to support an Intelligence Community client in Chantilly, VA. The candidate will support the successful development of an evolutionary satellite and corresponding ground system architecture managed by the Agency Government staff. An active TS/SCI clearance with a CI Poly is required.
One of our clients in Washington, DC needs a Spacecraft Ground Systems Engineer for a permanent position.
Leffler Consulting is seeking a highly experienced Spacecraft Ground Systems Engineer to join our team in Chantilly, VA. The candidate will support the successful development of an evolutionary satellite and corresponding ground system architecture managed by the Agency Government staff. An active TS/SCI clearance with a CI Poly is required.
Duties:
Provide technical support associated with the satellite and corresponding ground system architecture and acquisition programs designated by the government customer
Provide support to meetings, working groups, design reviews, design audits, telecons, and technical interchanges
Provide support to constellation design and planning studies, development of derived requirements, and acquisition strategies
Draft acquisition documentation to include acquisition plan, fee plan/milestone payment plan, statement of work, contract data requirements list, and other documentation required for a competitive source selection
Facilitate the technical evaluations of multiple proposals
Identify disconnects with Request for Proposal (RFP) intent and available budget
Develop artifacts and briefings in support of critical oversight reviews
Characterize and assist in evaluating contractor designs for mission performance; support design trade studies and provide assessments of acquisition risk
Generate reports, technical packages, and other communications, papers, or presentations
Travel offsite to technical exchange meetings at a contractor or other Government facility and other locations as appropriate
Provide technical assessment of related contract deliverables and generate documented rationale for acceptance/rejection deliverables
Coordinate with other acquisition offices to ensure satisfaction of external interface requirements for ground and/or space segments

Required Qualifications:
- Bachelors degree in engineering, science, or math
- Minimum of 10 years of relevant experience
- Previous experience developing a variety of acquisition strategies
- Previous experience managing competitive source selections
- Basic understanding of Agency satellite systems and architectures
- Experience in IC and DoD acquisition and program management processes
- Experience in the development of Statement of Works (SOWs) and in the ability to perform technical evaluations on SOWs and BOEs (Basis of Estimate)
