SUMMARY OF ROLE:

The Supervisor, Construction Management provides supervision and guidance to the team that manages capital material and oversees construction of new substations, distribution and transmission lines, and communication projects, as well as any miscellaneous civil, structural, or electrical work. The Supervisor, Construction Management will set clear expectations and provide ongoing feedback to employees regarding their performance and conduct comprehensive performance reviews annually. The ideal candidate is a motivated and organized team player with proven experience as a successful leader.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Responsible for providing direct supervision and leadership to employees in the Construction Management unit which consists of construction coordinators, material coordinators, and field inspectors.
  • Provides construction management services to the Engineering and Project Management departments.
  • Oversees, reviews, manages, and evaluates contract work on capital, billable and reimbursable projects.
  • Provides construction planning support by supplying construction cost estimates, schedules, and critical construction dates for capital construction projects.
  • Reviews the scope of work to be bid out, determining who will bid on the work, and reviewing the technical specifications, bid schedule, and drawings for accuracy.
  • Conducts pre-bid meetings and participating in field visits with the bidders, performs bid evaluations and contract awards, manages invoices and change orders during construction and negotiates contract invoices for contract modifications, material shortages, etc.
  • Evaluates new or potential contractors to determine their abilities and resources to bid and perform work on NOVEC's electric system.
  • Manages all services required to receive, store, issue, and analyze material usage for substation, communications, and distribution and transmission line projects; which includes project material analyses, coordinating material deliveries, issuing project materials, maintaining database for non-stock tracking system, monitoring and maintaining the status of project materials, maintaining status of the capital project materials at the warehouse and at material storage sites, requisitioning labor and equipment, completing as-built drawings, reordering material, and selecting and layout of material storage sites.
  • Responsible for missing material and requisitions missing, damaged or stolen material from the project site.
  • Coordinates with employees, contractors, suppliers, vendors, and applicable departments to resolve material problems.
  • Conducts safety meetings with employees.
  • Reviews and approves timesheets.
  • Supervises, schedules, assigns, and monitors the daily activities of the Construction Management unit to ensure a high level of customer service.
  • Performs administrative duties such as managing capital equipment assets, evaluating manpower needs and assignments, developing annual O&M and capital budgets, ensuring safety practices are being followed, assessing environmental issues that arise and ensuring all mandatory training is being accomplished by all Construction Management employees.
  • Work closely with Design Engineering, Project Management, Procurement, and Operations to ensure projects are properly coordinated and completed on time and within budget.
  • Participate with Planning, Design Engineering, and Operations personnel in planning meetings concerning construction outage windows and how these fit with completing the project by the in-service-date. Also provide input into determining line configurations between multiple phases of work and seasonal outage windows.
  • Address business issues with current or potential contractors. Also track each contractor's safety and environmental compliance records and the contractor's overall performance including but not limited to invoice accuracy, change orders submitted and how well the contractor meets contract in-service dates.
  • Follow up on questions and solve problems that may arise concerning project materials.
  • Complete final As-built Bill of Material and submit the final As-built Bill of Material to the appropriate department.
  • Complete Fleet Reports for assigned fleets monthly.
  • Any other duties as assigned.

PROFESSIONAL SKILLS AND ABILITIES:
  • Professional Engineer registration for an engineering degree or a certification as a Professional Constructor (CPC) for a construction management degree is preferred.
  • Must have computer skills in Microsoft Word, Excel, Power Point, and Adobe Reader.
  • Demonstrated abilities to coordinate activities and work closely with several different parties on large infrastructure projects.
  • Good written and verbal communication skills.

EDUCATION AND PROFESSIONAL EXPERIENCE:
  • Bachelor's degree in civil, Electrical, or Construction Management from an EAC/ABET or ACCE accredited university or college and a minimum of seven years of experience in distribution and transmission line and/or substation construction or design.
  • Will consider an associate degree in a related field with ten years of field experience in the electric utility industry.
