Position Overview:

The U.S. Environmental Protection Agency (EPA) has announced a $1.96B Community Change Grants Program (Inflation Reduction Act Community Change Grants Program | US EPA). EnDyna has a contract from EPA to provide technical assistance to the communities under this grants program and we have an immediate need for an experienced Civil Engineering SME to provide support to communities. EnDyna has also set up a web site for communities seeking technical assistance (www.communitychangeta.org).  This is a hybrid position based out of our Tysons Corner, VA office.  

As the Civil Engineering SME, you will play a crucial role in supporting our initiative by providing technical expertise and guidance to communities. You will work hands-on with stakeholders to develop and implement climate action strategies, focusing on green infrastructure, transportation options, energy-efficient buildings, and more.


Key Responsibilities:

  • Helping communities develop budget and timeline are key responsibilities.
  • Provide technical assistance and guidance to communities on civil engineering aspects of climate action strategies.
  • Collaborate with stakeholders to identify and prioritize climate action projects.
  • Design and implement infrastructure projects, including green infrastructure, transportation systems, and energy-efficient buildings.
  • Conduct assessments and evaluations to measure the effectiveness of climate action initiatives.
  • Stay informed about relevant regulations, policies, and best practices in civil engineering and climate resilience.

Key Requirements:

  • Experience in the following climate action strategies highly preferred:
    • Green infrastructure and nature based solutions – such as
      • Climate resilience and carbon sequestration through tree planting
      • Stormwater projects
      • Public parks and open spaces
    • Mobility and transportation options for preventing air pollution, improving public health and climate resilience
    • Energy efficient, healthy, resilient housing and buildings
    • Microgrid installation
    • Community resilience hubs
    • Brownfields redevelopment
    • Waste reduction and management in support of circular economy
    • Workforce development programs for occupations that reduce GHG emissions and air pollutants.
  • MS or PhD in environmental engineering, environmental science, civil engineering and/or public health
  • Professional engineering license (PE) preferred.
  • Demonstrated experience in civil engineering projects, with a focus on sustainability and climate resilience.
  • Strong understanding of green infrastructure, transportation planning, energy-efficient building design, and other climate action strategies.
  • Excellent communication and interpersonal skills, with the ability to work effectively with diverse stakeholders.
  • Proficiency in relevant software and tools for civil engineering design and analysis.
