ICMS is seeking a Project Engineer to support the USDA Agricultural Research Service (ARS), Administrative and Financial Management (AFM), Plains Area Engineering Support Services


ICMS has a need for one (1) contract engineer to support and meet the Agency’s funding obligation goals as well as assist in the technical management support of facilities projects for the periods as summarized below.

The requirement for additional engineering support is necessary to accommodate the additional workload required to support facilities acquisitions of varying cost, from small capital projects to those more than $1,000,000, including new construction, demolition, renovations, energy retrofits, operations, repair, and maintenance. The expectation is that the technical engineering support will assisting in providing full project management support for a variety of projects from initial concept planning, assist in development of full biddable engineering design and construction packages ready for contract procurement and assisting in providing technical administrative support of the project through to completion and closeout. Periodic travel may be required as shown below.

One (1) Contractor engineer shall assist in providing a variety of engineering/architectural support services for the R&M and Repair projects which cover 20 of the 20 individual ARS Plains Area locations to include: Brookings, South Dakota; Bushland, Texas; Clay Center, Nebraska; College Station, Texas; El Reno (OCPARC), Oklahoma; Fargo, North Dakota; Fort Collins, Colorado; Grand Forks, North Dakota; Houston, Texas; Kerrville, Texas; Las Cruces, New Mexico; Lincoln, Nebraska; Lubbock, Texas; Mandan, North Dakota; Manhattan , Kansas; NBAF in Manhattan, Kansas; Miles City, Montana; Sidney, Montana; Temple, Texas;

Examples of the types of projects include, but is not limited the following:

  • Security Retrofits
  • Chiller Replacement
  • HVAC Repairs
  • Renovate Headhouse
  • Renovate Labs
  • MEP projects (Existing IDIQ)
  • Whole Building Renovations
  • New buildings and structures
  • Storefront Replacement


Design/Investigative Studies Initial Study for Building Demolition

  • Building Envelope Repairs
  • Electrical and Generator Study
  • Seed Storage System Study
  • HVAC Repairs

Location Support Requiring Development of Statements of Work and Independent Government Estimates Roof Repairs

  • Greenhouse Repairs
  • General system repairs
  • General HVAC repairs

There are approximately thirty (30) projects requiring engineering support that have either already been awarded or in need of award.

Requirements:

Minimum Requirements:

  • The Contractor is responsible for travel as required. Trips would be on an as needed basis. Trips would be limited. Do not anticipate a lot of travel. Possible needs to travel would be to technically administer:
  • Assisting in Development of Engineering Scope Packages (Task1)
  • In-person/web meetings
  • Assisting with Design and Construction Phases (Task2)
  • Professional Engineering Site Assessments (Task 3)

Contract engineers shall have the following experience:

  • Assisting in technically managing and developing facilities/site designs (electrical, mechanical, civil and structural/architectural) for new construction and/or renovation projects to existing facilities/structures.
  • Assisting in performing technical site assessments and providing engineering recommendations for design/construction solutions.
  • Assisting in developing biddable Statements of Work (SOWs).
  • Assisting in developing Independent Government Estimates (IGE).
  • Assisting in providing technical support to contracting during the Bid phase.
  • Assisting in reviewing project submittals to meet applicable requirements, specifications, technical criteria/codes.
  • Desired engineering experience includes work performed on agricultural research facilities and laboratories.
  • Work remotely in the Plains States, from South Dakota to Texas with some travel and on-site requirements.
  • Travel to particular sites will be required approximately four (4) times a year.
  • Contractor shall be a technically qualified engineer to assist in developing biddable engineering scope packages for procurement as well as assisting in technically administering any projects already awarded in FY2022 through FY 24 any newly awarded projects in FY2024 through FY28. This work is for approximately thirty (30) repair, maintenance, and modernization projects.
  • Contract engineers shall possess a degree from an ABET accredited engineering college with a minimum of seven (7) years
  • professional engineering project management experience working on design and construction projects.
  • Contract engineers shall possess experience which provides the appropriate level of technical background for them to perform a variety of engineering functions for aforementioned repair and maintenance projects. Additional engineering requirements are provided in this section.
  • US Citizenship and the ability to obtain a Government Background Clearance required.
