Salary Range: $70,000 to $90,000 Annually

Summary: Under the general direction of the Operations Manager, the Wastewater Operator 3 will manage all activities related to the Wastewater operations for the District including daily direction and training of the Wastewater Operators.

Essential Duties and Responsibilities: • Wastewater Collection, Treatment, and Disposal o Control the operation of wastewater collection, pumping, treatment, and disposal facilities to achieve proper processing of wastewater within mandated operating requirements. o Record, enter and submit data in appropriate logs as required by the Regional Water Quality Control Board and associated permits and programs. o Start and control plant processes, chemical systems, and power generators; checks all pumps, motors, hydraulic lines, mechanical equipment, structures, piping, and grease interceptors for proper condition and operation and makes necessary repairs. o Perform, record, and report a variety of standardized tests, and adjust chemicals and other equipment per results. o Perform operation, maintenance, and repair work related to the District wastewater collection system, treatment plant, disposal facilities, and associated facilities. o Operate automatic and manually controlled equipment, motors, and pumps used in the collection, treatment, and disposal of wastewater. Lubricate, pack, clean, adjust and make minor and major repairs to plant equipment which may include disassembling, cleaning, sanding and reassembling valves, gear cases and reduction units, aligns motors, pumps, and gear cases. o Observe wastewater collection, treatment, and disposal equipment to identify possible problems and operating difficulties. Utilize a SCADA system to monitor and help maintain functioning of the systems. o Direct emergency shut-downs and repair work. o Plan, implement, and complete repairs, replacement, and improvements new wastewater services and wastewater collection system repairs as needed. o Develop recommendations for long-range planning for system improvements and service requirements and Assist the General Manager with the development of the wastewater treatment and collection budget and cost controls. o Assist with the development and updating of District operational procedures. • General o Comply with all District policies, procedures, rules, and regulations, including all safety standards. o Provides support and guidance to staff with the aim of achieving operational excellence. o Represents District wastewater treatment service functions with the public, contractors, and representatives of other government agencies. o Provide USA utility locations. o Perform major and minor system repairs. o Establish and maintain cooperative working relationships with co-workers, outside agencies, and the public. o Operate a vehicle to travel to pumping stations and other facilities for inspection and maintenance activities. o Receive delivered materials and maintain records of items received and assist in the safe unloading and storage of chemicals. o Maintain regular attendance and adherence to prescribed work schedule to conduct job responsibilities. o Be available to work on-call assignments per the on-call policy. o Perform other duties as assigned.

Desirable Qualifications:

Knowledge of: • Methods, materials, and equipment used in wastewater treatment facilities. • Methods, materials, and equipment used in wastewater collection system installation, maintenance, and repair. • Laws, regulations, and ordinances applicable to wastewater treatment and collection systems. • Mechanical equipment operation and maintenance. • District policies and procedures regarding customer service and relations. • Common office computer software and database programs including the Microsoft suite of programs. • Proper work safety standards.

Ability to: • Perform a variety of work assignments in the installation, operation, maintenance and repair of wastewater treatment, collection, and disposal systems, lift stations, and associated facilities. • Identify complex problems and review related information to develop and evaluate options and implement solutions. • Read plant measurements and recording equipment then interpret results to make adjustments to plant operations. • Perform standard water quality tests and wastewater treatment process control tests. • Maintain and update plant records and logs. • Read and interpret plans, diagrams, and blueprints. • Follow administrative and operational regulations. • Oversee field customer service activities. • Effectively represent District wastewater service functions with the public and other organizations. • Operate District vehicles and equipment. • Carry, push, pull, reach, and lift equipment and parts weighing up to 50 lbs. or 100 lbs. with assistance. • Use proper safety precautions, including working with plant chemicals. • Work rotating shifts, weekends, holidays, and overtime as needed. • Independently manage multiple projects and priorities. • Establish and maintain cooperative working relationships.

Education and Experience Education: High School diploma or equivalent. Associates or Bachelor’s degree in the sciences, engineering, or related field is preferred.

Experience: A minimum of four (4) years increasing responsible experience in the operations and maintenance wastewater collection, treatment, and disposal systems; including performing facility maintenance, repairs, and installation work. Or any combination of education and experience that would likely provide the necessary knowledge and abilities. License, Certificate, and Registrations • Possession of a current Grade III Wastewater Treatment Plant Operator Certificate of Competence issued by the California State Water Resources Control Board. • Possession of, or ability to obtain within 6 months, a CWEA Grade 1 Collection System Maintenance Certificate. • Possession of Certifications as required and must be finished and obtained by date of hire. • Complete the designated number of contact hours (e.g., continuing education and training requirements) to maintain the required certifications as a condition of continued employment. • Must have a valid Class C or higher driver’s license and a clean DMV report.
