Chief Financial Officer
We are seeking a highly skilled and experienced Chief Financial Officer (CFO) to oversee our financial operations at South Tahoe Public Utility District. You will be responsible for planning and forecasting the overall financial vision for the agency to ensure productive financial systems. This vision includes the development of accounting, budgeting, auditing, internal controls, and sound business practices, as well as directing staff to fulfill this vision. Your goal will be to ensure the agency utilizes its resources efficiently and complies with all governmental financial regulations.
Salary- $167,127.66 - $213,301.95 Annually.
Job Summary
Under the general supervision of the General Manager, plans, organizes, directs and coordinates Finance/Accounting, Purchasing, Information Systems, and Customer Service programs; including financial reporting and record keeping, internal control procedures, budget preparation, payroll, cash disbursements and receipts, investment of assets, District borrowing/repayment of debt, and grant administration.
Essential Functions
1. Participates in the development and implementation of District goals, objectives, policies, procedures and priorities.
2. Provides leadership and works with staff to ensure a customer service oriented work environment that supports achieving the department's and District's mission, plans, objectives, and values.
3. Recruits, selects, trains, supervises, evaluates, disciplines, develops, and promotes teamwork among support personnel.
4. Acts as technical adviser to the General Manager, Board of Directors, Program Managers, and employees concerning District financial matters.
5. Establishes policies and procedures for financial/accounting systems.
6. Oversees the preparation of the District's sewer and water enterprise budgets.
7. Evaluates service charges and capacity fees and recommends revisions to the Board of Directors as deemed appropriate.
8. Reviews the semi-monthly listing of Payment of Claims, and makes recommendations for the Board of Directors' approval.
9. Verifies that the District financial statements have been prepared in accordance with Generally Accepted Accounting Principles.
10. Collaborates with the Accounting Manager, Finance Administrative Assistant and other District personnel to produce the District's Comprehensive Annual Financial Report.
11. Monitors the District's cash flow requirements and initiates investments or borrowing as needed.
12. Prepares periodic financial reports for the Board of Directors, General Manager and Program Managers.
13. Attends Board of Directors', Staff, and other required meetings.
14. Oversees the monthly closing of the General Ledger. Reviews journal entries to verify the Accounting Manager has properly stated and classified all assets, liabilities, net assets, revenue, and expenses.
15. Verifies that the disbursements of District funds are within the budget appropriations adopted by the Board of Directors.
16. Ensures the financial integrity of the Self-Insured Employees' Benefit Plan by approving all claims disbursements.
17. Manages debt appropriately, according to District goals and Board direction.
18. Works collaboratively with Engineering and other staff to develop and maintain the long-term financial plan in support of the District's capital improvement program and other goals.
19. Assists the District's outside auditors.
20. Adheres to and enforces stated safety policies and procedures.
Education & Experience Requirements
EDUCATION
Graduation from an accredited four-year college or university with a degree in Accounting, Business Administration, Public Administration, or a closely related field is required.
EXPERIENCE
1. Requires ten (10) years of progressively responsible experience in finance, budgeting, and accounting, five (5) of which must be in a supervisory capacity.
2. Experience with another governmental agency or public utility is desirable.

1. Possession of an active Certified Public Accounting license, or an active Government Finance Officer's Association Certified Public Finance Officer designation is preferred.

5. Requires proficiency with spreadsheet and word processing software.

7. Knowledge and ability to apply sound financial, budgetary, and accounting practices, as well as internal controls to the District's financial affairs.
8. Ability to develop and interpret ordinances, resolutions, and laws affecting public agency finance, budget and accounting operations.
9. Knowledge of the principles and practices of computer technology, purchasing, customer service and utility billing and their applicability to financial, budgetary, accounting and public agency operations.
10. Knowledge of benefit plan administration, documentation and legal requirements.
11. Requires the ability to communicate effectively, orally and in writing.
12. Requires knowledge of utility rate and fee laws, regulations, and structure.
13. Requires knowledge of municipal bond structuring and issuance.
14. Requires the ability to recruit, train, instruct, supervise, evaluate, motivate, appropriately discipline, and develop staff.
15. Ability to read, understand, and follow written or verbal instructions, as well as the ability to give written or verbal instructions.
16. Requires the ability to maintain cooperative relationships with co-workers, supervisor, Board of Directors, the public, and other governmental agencies.
17. Requires a valid, current drivers' license, acceptable by the State of California, with a driving record which enables insurability.
18. Current, valid CPR and First Aid certificates are desired or ability to obtain within two years of hire date.
RESPONSIBILITY
1. Overall responsibility for the safeguarding of the District's financial resources.
2. Supervision of the Finance Division Program Managers and support personnel.
