Under the general direction of the Chief Financial Officer, is responsible for managing grant-related activities including submission of grant and government subsidized loan applications, compliance monitoring, financial grant accounting, audit preparation and support, and oversight of funding appeals. The Grant Coordinator will perform this work for the District, may perform this for other contracting agencies, per District approval.
1. Researches and recommends grants appropriate for the District and its contracting agencies to apply for.
2. Prepares, writes, submits and monitors grant applications, grant amendments, and grant master agreements in accordance with requirements of the granting agency.
3. Recruits, selects, schedules, trains, supervises, evaluates, disciplines, develops and promotes team-work among support personnel.
4. Administers grant awards to final close-out, including appeals, amendments, grant agreements, and reporting requirements.
5. Maintains grant records, including copies of reports filed, materials used for proposals, and various grant documents.
6. Develops and maintains the District's grant accounting system in accordance with Generally Accepted Accounting Principles and granting agencies' requirements, including developing appropriate general ledger and job ledger accounts.
7. Acquires a working knowledge of all grant and government subsidized loan requirements and costs eligible for reimbursement. Educates appropriate employees of all grant and government subsidized loan requirements and costs eligible for reimbursement. Apprises appropriate employees of all grant-related issues and the information necessary to maximize funding.
8. Instructs accounting personnel in the use of the grant accounting system and proper coding and documentation for eligible disbursements, eligible labor costs, and grant proceeds.
9. Develops and updates annually the indirect cost rates for certification by the Chief Financial Officer as allowed by each contracting agency.
10. Calculates direct labor costs including wages, benefits, and non-productive pay.
11. Prepares grant and government subsidized loan budgets and increase requests for the funding agency. Prepares the budget for grant-related activities for the annual budget of the District and the contracting agencies as directed.
12. Prepares, submits, and follows-up on grant and government subsidized loan payment requests in accordance with regulations of the funding agency.
13. Oversees and provides information for the external auditors in their annual audit as it relates to grants and government subsidized loans, including federal Single Audit Act requirements.
14. Provides and submits all required reports to the funding agency, State Controller's Office, and the Single Audit Clearing House.
15. Advises the District and its contracting agencies on regulations, developments, changes, legislation, and compliance issues related to grants and other financial assistance.
16. Prepares periodic reports and regularly meets with designated personnel to brief them on the status of the various grants and government subsidized loans.
17. Adheres to and enforces stated safety policies and procedures.
Education & Experience Requirements
1. High school graduate or equivalent is required.
2. A Bachelor's degree from an accredited college or university with major course work in business, public administration, accounting, or a closely related field is desired.
3. A combination of education and experience to demonstrate management skills, knowledge of accounting principles, financial statements, and internal control practices will be considered.
1. Three (3) years in grant administration is required.
2. Five (5) years of progressively responsible work experience in business and/or project management is required.
3. Three (3) years supervisory experience is desired.
4. Experience in accounting and budgeting is desired, as well as experience with a governmental agency or public utility.

3. Must have the ability to understand and interpret new federal and state laws and regulations governing grants and other financial assistance.
4. Requires knowledge of Generally Accepted Accounting Principles and Generally Accepted Auditing Standards relating to grants and other financial assistance. Must have an understanding of internal control systems.
5. Requires knowledge of budgeting, preferably in a government setting.
6. Must have verifiable analytical experience and demonstrated ability to perform complex analysis using knowledge and judgment of data inter-relationships.
7. Requires ability to perform accurate, timely work in an organized and efficient manner, sometimes under stressful situations and short deadlines. Requires ability to take instructions from several people.
8. Must be able to prepare accurate financial reports.
9. Requires the ability to maintain cooperative relationships with co-workers and supervisors.
10. Requires working knowledge of personal computers including spreadsheet and word processing programs.
11. Must be able to read, understand, follow and give written and oral directions in a clear, concise, and professional manner.
12. Requires a valid, current drivers' license, acceptable by the State of California, with a driving record which enables insurability.
13. Must have current, valid CPR and First Aid Certificate, or ability to obtain within two (2) years of hire date.
